Looking for helper who is good in English, Cooking and Kids

We are a local SG Chinese Catholic household with 2 adults and 1 child (4.5 yo). 

Our child has some medical needs so cleanliness is crucial. 

Main job responsibilities include household chores, cooking, housekeeping (we like our house and cabinets to be neat and tidy), plan for weekly groceries, and looking after the child (including educational play, diaper change, toilet training, teaching him to do things himself like wearing clothes, etc.). Personal hygiene is very important. Car wash and aircon cleaning will be done once a month. 

Helper will have her own room for sleeping. Internet and phone can be used after work at night.
